Imperial considers moving forward decision on 150,000-barrel-a-day Aspen oil sands project
By Calgary Dispatch Newsroom ·
Imperial Oil is considering accelerating a final investment decision on its proposed Aspen oil sands project, a potentially significant development for Alberta's energy and construction industries. Speaking after the company's October 30 financial results, chief executive John Whelan said stronger market conditions and progress on extraction technology could bring the decision forward from a timeline previously expected closer to the end of the decade. The project has been described as having potential capacity of about 150,000 barrels of bitumen per day at full development. Imperial has not announced a new sanctioning decision or construction start date.
Aspen was previously sanctioned in 2018 before being deferred in 2019. The company has since investigated solvent-assisted in-situ production that could reduce steam requirements and potentially lower water use and emissions relative to conventional methods. Whelan also discussed efforts to advance the proposed Pathways carbon-capture project through agreements with federal and provincial governments. Both developments depend on engineering, financial and regulatory decisions that remain outstanding. An improved oil-price environment alone does not guarantee that either investment will proceed.
A decision to revive Aspen would have implications for Calgary engineering firms, contractors, equipment suppliers and investors, even though the production site would be in northern Alberta. The project would also raise questions about infrastructure, Indigenous consultation and long-term emissions obligations. Updated capital costs, labour requirements and remaining approvals have not been finalized publicly. The central commercial test is whether expected project returns can justify construction in today's market, rather than assuming record corporate profits will automatically generate another oil sands construction boom.
